Yea, but legion isn't really available to new accounts. Potential scrolls become more easily available once you reach arcane river, but you're better off getting epot scrolls. You can also get an Epot scroll as a reward from the Commerci questline, you never get Stamps/Flames/Cubes as quest rewards. Dojo has them too ithink.

I think somewhere along the 3rd or 4th quest, you get another 100% Potential Scroll. There's also the 50% Epic Potential Scrolls from the Dojo shop which requires you to spend 15,000 Dojo Points (You get 8000 points per week just from doing Dojo regardless of what floor you got up to, assuming you're not around the Top10 mark).
